Backing off the top ones may give you enough to get the drum off. If the outer nut on the lower ones are moving but not the inner stud, then loosen the outer nut and tap on the stud to loosen it. You could also put a little penetrating oil on the stud. If the lower nut and stud are moving together you will be able to back off the brake shoes enough to get them off. If the lower nut and stud are rusted together either use Paul's wax trick of something like PB Blaster.
