I took a look at another engine that had the head and manifold removed. I shined a light into the manifold bolt holes, and I could see it when I looked down the head bolt hole. So I'll remove my head first, shoot some rust-buster down the head holes, then try the manifold bolts.
I guess when I put this back together, I should seal the threads on the manifold bolts and studs.
