Removing Manifold Bolts

I'm taking the manifold off a 230ci engine. I've been soaking the studs & nuts with PB-Blaster. I don't see how to get this on the manifold bolts between cylinders 2 & 3 and 4 & 5 as only the bolt heads are visible.

Do these two bolts go into the water jacket? If so, if I shot some PB-Blaster down the head bolt holes, would it reach the manifold bolt threads?
