If you put tubes inside the 16.5 tires you can air down to single digits withopur any higher probability of breaking a bead loose.
Also you can purchase special inflatable inserts from northern Europe,(Finland?/Sweden?), that will allow you to run airless without the beads breaking loose. However they run about $300.00 a piece.
It is true that they are eventually going to do away with the 16.5 rims; if you are buying custom rims, ask them to weld in a safety bead and have the benefit of the 15/16 inch rims.
