I had a VIN plate that was painted over. At the Home depot in the roofing section, they have a spray bottle called Karnak. Its an Orange color that's used to remove tar. I filled a glass jar and left the plate in it to soak. I was very happy with the results.

The bottle is about $20-$25 dollers for an quart spray bottle. It also works great as a degreaser.
