If it was mine and not being used this way again, I would plate it on the inside. I would find a piece of chassis a couple inches longer than the damaged section that would be a firm fit in there, weld it along the longitudinal edges, re-drill the holes and bolt it back together. If I put any weld vertical, it would only be an inch or so each end after I bolted everything back together.
