I think it is a case of terminology

It looks to me like they took the spindles, bearings, nuts, and lock nuts out of the assembly. (You do not need these anyway.)

What is left bolted together in the photo is the drum, hub, and bearing races.

This would be the correct way. I believe you are okay if everything was returned exactly as shown.
