Bubbles seen in the clear fuel filter, or in a glass sediment bowl can be an indication of fuel boiling, which can cause vapor lock. How close to the exhaust manifold is your fuel line? I run mine straight out horizontal from the fuel pump towards the inner fender as far as I can. Then bend the line to follow the fender back towards the cab, then straight up and bend again horizontal to the carb. It makes a world of difference to get the line far away from the manifold, and it should be a hard steel line, not a hose.
Also, all WDX-WM300 model Power Wagons had a heat shield that mounted between the manifold and fuel pump. Not sure about the military models though.
