Ross & Metalman offer some good advice and I only wanted to suggest that if you're looking for a temporary protective coating, Zero Rust will beat the socks off of any of the Rustoleum products. Our protection comes from over 50% solids whether aerosol or bulk and 2000+ hour salt spray cabinet results don't lie. See if you can find any such info on a Rustoleum paint can!
In addition, if the body is showing rust, chances are the undercarriage is too and this is where ZR "shines". No topcoating required, not expensive yet very effective protection.
A Scotch Brite pad scuffing should be all that's required for topcoating, unless of course you're looking for a mint, show room kind of finish, in which case-when you're ready to proceed, you do your body work and then your automotive paint "system" such that compatibility issues are all worked out.
