One thing every engineer learns fast is that rework can burn very quickly through whatever money you saved by skimping on the original design or outsourcing the manufacturing. Boeing recently re-learned a very expensive lesson on that subject. And if the welds start popping in a couple of years, who's going to pay to fix them again? Maybe they have a contract that says the Chinese company guarantees its work. But in 5 years the Chinese company is gone, or the Chinese company says "so sue us" (in Chinese court, of course). The good thing is there are probably some bits of melted down Power Wagons in those I-beams.
