Rear fender bracket question..

On Series 1 rear fenders there is an L shaped bracket that goes from the frame to the bottom of the rear fender. Is this bracket supposed to be 90 degrees? or were there spacers/washers b/t the frame and bracket?
I have an original that is 88 degrees, but may have been damaged, and a quality appearing reproduction that is 85 degrees. That does not sound like much but those 5 degrees put the outer most bolt hole 3/8th closer to the front of the truck and that pushes the fender out of shape.
