That is exactly it. The pic shows they are not 90 degrees. So was there a washer or spacer used b/t the frame and front end of the bracket? The bracket riveted to the fender has parallel holes and I believe the fender should be 90 degrees to the frame as the frame does not taper at that point. I took mine apart so long ago I cant remember..
