Probably the real reason the military never used them was that the military didn't much care about the cost of fuel, especially in those days. Also, they had enough trouble just teaching the kids to shift gears properly, without having to also teach them when to lock and unlock the hubs. I think the issues you listed could be solved by just engaging the hub a couple times a year and driving enough to splash the oil around on everything. Actually, I don't think you'd even have to engage the hubs. Just put it in 4WD, drive a little ways, and I bet both ends of the axle would end up spinning around enough to get everything oily inside.
