Are you sure you have to remove the cups to replace the seals? I rebuilt a winch several months ago and don't remember having any trouble removing the races with a punch and hammer. I did think it might be possible for the seals to be replaced with the old cups in place. In any event, the cups were accessible with standard punch and hammer as I recall. If you don't have the bearing housings off yet, get them off and take a look for correct method of repair. Maybe, I'm on drugs.
