Having no center in the end of the shaft is no problem. You can easily put one there. You just need a lathe with a headstock large enough for the shaft to fit through.
Chuck up the shaft with the majority of it in the headstock, and with only about an inch sticking out past the jaws of the chuck. Use an adjustable 4-jaw chuck to true up the end of the shaft you want to put the center in. (I have not seen an accurate 3-jaw chuck yet and adjustable ones are not very common.) You want as little runout as possible in the end of the shaft. Then, chuck up a center bit in the tailstock and drill away.
