When I did my command car, Once I removed all the air from the tires I had to use a saws all to cut the old hard tires off and that worked well.I then restored the wheels threw away the rusted run flats,once restored the tire slipped right on with ease,inserted tube and boot.Make sure you filler tube is in the middle of the opening install bolts and tighten.Remove the push valve from the stem and add about 25 lbs of air to straighten the tube out then let the air back out and fill it up to pressure you want,reinstall valve.Mine went smooth after tires were removed from wheel thats the worst to about an hour and a half and about the same time to put all four back on once them the wheels were restored.Hope this helps,and remember think safety first air pressure hurts and kills.
