In the m37 resto guide book I have by Dave Ahl,
he has a reprint of this reinforcement bulletin by the military. I recall that they show the fillet welds for the piece of 90 degree steel to reinforce the corners. I don't know why you could not use a MIG to connect the fillets if you took your time, skipped around and did not let things get too hot and thus warp.
