I have been in the welding business over 30 years and am having trouble understanding your question. Is it about the engine driving the machine? If it is I would go with my gut on that one. From experience the gas engines started better in the winter and don't shake the machines apart but if the diesel engine is maintained by one owner operator it would me fine.
If you are welding with stick you are going to use DC unless you use large dia. rod with iron powder filler in flat position.
Some Ac machines can run a TIG but why try that in the field? If the welder isn't for field use you have lots of plug in options.
