If you're sure you didn't mess with anything else, and you're sure it didn't do this before, maybe you created an intermittent partial short or bad connection when you replaced the gauge and the greater vibration at low RPMs is making the bad connection or short fluctuate. It's a long shot, but it could happen. Maybe reach up behind the dash and try wiggling various things and see if it affects the lights and gauge. Don't wear any metal on your hand when you do it.
