welding unknown steel for a cheap hotub doesnt sound like an easy project. i have tried to weld spring steel with similar results. in order to get a cheap workable solution consider the following.
there are various plastic vessels better suited to make a hillbilly hotub from. the swedes have a portable unit that they take to sporting events that involves stainless muffler pipe bent in a coil. you build a fire under it and the heat causes the water to circulate.
its rust proof, portable and it works without welding.
