Yep. That was the whole point of the positive crankcase ventilation on the Power-Wagons. The trucks were designed for stationary use, for which draft tubes were entirely useless.

What model carb do you have? If it is original to the truck, someone would have had to of plugged the threaded port that the fresh air intake tube originally threaded into. At the other end of the missing tube, the threaded port in the oil filler tube to the crankcase was probably plugged too. The original cap on the oil filler tube would NOT have been vented or filtered as you need a good seal with no air entering the crankcase past the cap. The threaded port on the intake manifold would have been plugged also or you would never be able to get the truck to run in anything but a lean condition.
It is common to find trucks with this equipment removed. (It is uncommon to find the correct parts still in place). These parts were foreign to most people who had little understanding of their purpose. During engine swaps, rebuilds, or failed diagnosis, these parts were typically removed and replaced with standard 2WD draft tube parts.
Questions and confusions in regards to this unique PVC system keep recurring regularly. I will try to work on documenting the parts and routing and provide the information to Joe, Phil, and Gordon to archive for future reference.
