Don't know about the switch, but you need to fix the regular voltage regulator to protect your battery. 15+ volts will "boil" a battery dry pretty fast. 14-14.5 is usually about right. Adding some other regulator to protect the electronics, while letting the battery over-charge and the headlights get too much juice and burn out fast isn't a solution. I don't know what kind of regulator you have, whether it's an adjustable mechanical one, an adjustable electronic one, or a broken non-adjustable one, but something is wrong with it. It could be that the regulator itself isn't properly grounded, even though the rest of the system is. In any event, something is wrong there that needs to be fixed.
