You could not be more correct. The reason given for Cheney being such a powerful VP was that when Jr got into office he didn't have a clue what he was supposed to do. Cheney had all the experience and took responsibility for what ever he wanted. Bush was just the figurehead for the old party republicans of his fathers administration.
