How about just scrubbing it with a fine-grained scotch-brite or some 1200 grit carborundum paper until the gloss is gone? I don't know of any chemical that will really go after chrome that wouldn't at the same time instantly destroy the base metal and lift the plating if it got underneath, which it's bound to do through some microscopic pinhole eventually. There reason they use chrome is that it resists most chemicals.
