Hi T-roy,
Has to be Regulator problem. As it controls voltage.
Can it be adj.?
Also make sure the Battery is as good as you think it is and not calling for a over charge.
Iv'e seen bad battery's work an alt.,or gen. to death because they can't bring up the battery becaused it's shorted inside.
