Is 0.003 to small for min?

After I got it all figured out my backlash is 0.003 to 0.007 measured in the center of the ring gear teeth. The Speck says to be between 0.005 and 0.010, but not sure if that's at the center of the gear, or on the outer edge?

Am I too tight?

My Cap spread was 0.010, not quite in the spec range of 0.012 and 0.014.
