The reason for the heavier valve springs is to help the valves resist "floating" under the extra pressure from the exhaust brake. They also help if a person wants to increase the flow of the pump in order to get more rpms out of it. But my main purpose would be for the sake of the exhaust brake working as efficiently as possible.
