Just a money issue. We have similar situations in CA. Freeway 99 that runs through the central valley has a washboard condition from years of traffic and expansion/contraction of the cement. You do a lot of bouncing when driving. The state is applying asphalt on the cement and it has really made a difference when driving, nice and smooth. I just hope it’s aircraft runway grade or I don’t believe it will last very long.
