Asphalt was higher than concrete per ton this summer, even though cement jumped a good bit too. However a concrete road needs a better sub-grade than asphalt and takes more labor to pour, so asphalt was still coming out a little cheaper. If it's true that the refineries are switching to making fuel out of their heavy waste now, it may tip the balance and it might make sense to go back to more concrete. One thing about cement is there's plenty of it in the USA, albeit all owned by the Chinese right now. It takes fuel to burn the lime to cement, but they use all kinds of waste for that, including old tires, since the temperature is so high that no smoke escapes. Concrete might be the pavement of the future. Perhaps somebody can figure out some clever machine to pour it as cheaply as asphalt.
