Robert,
Never apply power to both studs.
One is power the other is the ground.
The sending unit completes the circut(ground) via resistance to show a reading.
You should get ohm's between the two terminals but don't know how much.
With power on and you unhook the sender the needle should rise slightly.
If you Momentarely ground the sender wire the needle should jump.
If this happens you have a bad sender.
If not check power,or gauge itself.
You have probably ruined the gauge already.
