ground short to gauges

I have the gauges out of my m37. I can read a 320 ohm short between the gauge case and the gauge terminal. Is this normal?? it does not make sense to me. If I applie voltage to the two terminals, nothing happens. Do I have an internal short to the case?? Robert.
