I use a rubber sanding block, available everywhere. That's why they call it 'blocking out a paint job'. The block hits only the high spots, bringing them down to even. Also finds all the high metal spots that will need a couple whacks and them some bondo- repeat as necessary.
Ever noticed a circular dip around a key hole bezel in a fresh paint job? That's where the boy used his finger.
