Water pumps push water into the block via that passage. Too much pressure means a restriction to out-flow. Isn't there a bypass hose on those engines? The 1" rubber elbow between the front cover and the manifold? And/or the heater hoses that act to let off the pressure?
Thermostats and radiator caps make maybe 15 psi. But pumps can make up to 60 psi if there is a resistance to outflow.
