If the brakes once had oil soak into them - they seem to expand when hot and lock up the brakes. I had this happen after trying to reuse shoes that were oil soaked for years after the axle seal failed. The shoe looked fine but when hot, the oil came to the surface and gummed up the shoe surface/drum.
