The noise is just belt slippage. The leak is either a hose, or the seal at the input shaft/steering column. Try tightening the hose clamps, if there are any. Or replace the culprit, if tightening doesn't help.
The little input shaft seal is replaceable in the chassis. But you'll need to borrow/dent a little puller, it looks like a little piece of tube with lag screw threads on the outside.
Hey Paul, if you are sitting in Central Park and hear hoof beats, think HORSES, not ZEBRAS. Hoses,seal,belts are lots more common than relief valve issues.
