What is a B1 and B3 Power wagon?

I found an ad for a Dodge truck in the local paper. Owner has no idea what it is but said the ID plate says B1 PW126 and a parts truck with B3 PW126. What year were they made and what motor. He stated it has a 4 cylinder. Also what winch would this have?
