The picture shows the lower half of the ball mount. Typically a large spring screwed into the ball mount and the the antenna rod screwed into the spring. Many years ago these were popular for CB, low band commercial radio and some ham frequencies. They are all but faded out in favor of newer technology loaded antennas which reduce the length.
