The problem is that the US government will not create a way for them to cross the boarder in a legal manner. They are under a lot of pressure not to because if they had a SSN and and paid taxes then the people who use them would have to pay a lot more for them. I.e cheap labor goes away.
A work permit system would work fairly well. Allow them to work here for X number of years then they must leave for Y time before they can return again.
I can not blame them for coming here all of our families did for the same reason. At that time there was a legal way. The problem is with the US government not addressing the problem along with Mexico and other countries.
