I checked a set of Warn m13 hubs that I have . The pins are hardened. The pins are hard in a Warn hub that I got for parts. I dont know what the rockwell is . I could check it at work.
I do not think that the pins were ever replaced. Given the fact that I have three hubs with hard pins I think it is highly unlikely that any pins were ever replaced.
Hey they are your hubs do what you think best. This is what I have found in my hubs.
