I welded it for two reasons.
First there was a good portion of the bottom flange on the inside frame that had rusted so bad I felt it needed to be replaced.
The second reason was to keep rust from bleeding out between the two frames.
I am working on a 2nd truck now that has a frame that was in excellent condition. I sandblasted and painted this frame without welding the two frames together. I got a caulking tube of seam sealer and used it to completely seal the joint between the inner and outer frames after painting. It seems to have worked out really well.
