I was tired last night and missed one important thing in your post. You mention that you have already primed with MP-170.
Your top coat window has expired !
Reference; PPG Product Information Sheet OB11-MP170
"MP170 MUST be scuffed and reapplied if allowed to sit more than 3 days". On the P Sheet, the word MUST is printed in BOLD and UNDERLINED.
You must top coat before the 3 days expires or you will not get a proper bond and paint can peel.
