I realize you are not working on a Cummins, however you mention White Smoke and not starting. These are recommended areas to check that could cause a no start with white smoke

Cranking Speed less than 150 RPM, engine can not start
Air in fuel lines
Fuel injection pump timing not correct
Low engine compression
Injectors worn or malfunctioning
