That is where the threaded hole is. Yes, there are other set screws on the assembly. But why a set screw there? A set screw would just bugger up the shaft if the shear pin shears.
There is NO key way cut in that yoke, so why thread a hole that wouldn't be used either?
Checking the threads like Dave said is easy enough. And maybe I'll put a zerk in anyhow- a yoke that is rusted to it's shaft sorta negates the idea of the shear pin.
