electrolytic rust removal

I thinking about making a system.
My son found a battery charger that did not work. One new resistor and I got the 6 @ 10 amps to work. The 12 volt @ 2 amps also works.It has a 12 volt @ 60 amp starting feature that works as well. Is it the amps that make the process work faster ?
Our edm machines at work remove more material at higher amperage. So the question what is better for this process less amps or more amps.More volts or less volts?
