#1 on the cap should be at 7 o'clock. Pumps have a fairly course gear, about 8-10 teeth. M37s have a different pump, with the dist drive slot off center. So you need a civvie pump or the dist will wobble around and wear itself out.

Anyways, bump it around by hand til the marks line up, the rotor ought to be at 7 o'clock. If not, r&r the pump and make it so.
