Help with Ignition

Here is what I came up with this weekend:
I have an IGC civvy distributor with points in the
M37 initially and it runs well, and is timed perfectly.
I bought a Pertronics electronic ignition kit to fit
the IGC and 230 engine. No Go. Called Pertronics
and the tech said they may have sent me a CounterClockwise
Magnet (the one that fits over the cam). They sent me a clockwise
magnet and upon installation found another NoGo.
Bench tested the unit out of truck and it had a whopping
great spark. Put it back in truck and tested the spark at the plug
(with the plug removed) good spark again.
I adjusted the distributor to the exteme of the top adjustment,
I could not see any timing marks at all with the timing light.
No Luck. Adjusted the bottom adjustment lock on the
distributor to its extreme ( both directions ) and the truck would run
(badly) at one extreme end of adjustment. I could
also see the timing marks, I was about 8 deg out.
Here is where it gets interesting.
I bouight another distributor and built it back up to specs.
It is an IBR. I installed this distributor in the truck and guess what?
It would only run at the extreme end adjustment of
the top and bottom adjustment combined.
Also I had to elogate the adjustment slot to be able to TDC the timing.
Hmmmm, curious that the addition of the electronic and the second
distributor both have the same issues with adjustment.
This next weekend I am going to drill a hole at the
# 1 cylinder position of the distributor cap and paint the rotor with whiteout
so that I can confirm that the electronic unit is
firing the coil at the same time the rotor is just before
#1 ( keeping in mind both mechanical and vacuum advance).
If all is OK , here are my questions to you all.
1.) Is it possible for the oil pump to be installed "off".
2.) Is it possible that the oil pump is indexed off one tooth?
3.) How many teeth are on the oil pump drive
(so as to determine the degrees per tooth).
4.) Do different distributors get set up in relation to the
oil pump differently?
