Fender Welting

I know the "bead" on the rear fender welt sits above the fender to bed seam. How about the front? I purchased the kit from VPW and it looks like you could install it either way. If the bead is above the fender to cab joint- there isnt a whole lot left to rivet the welting to the fender. Do you put the bead just below the lip on the fender and then compress it between the cab and fender when it gets mounted?
