I've been told that since before I was able to carry a car battery. And boy, it took me a long time until I was able to carry a car battery. I grew up w/o electricity so my dad bought me a 12volt Black/White tv. When the battery went dead, I had to carry it outside the house to the truck so we could charge it on the way to town. I think I was in 6th/7th grade when I could finally carry a car battery.
But, I don't remember the concrete part. I recall it being "ground" in general. I still put all my batteries on wood blocks and will probably do that for many years to come.
