Interesting. If the powder was white, it wasn't metallic lead dust, which is gray. "White lead" is lead oxide, which is the most dangerous form of lead, the kind they used to use in white paint and plumber's putty. I wonder how they get the lead dust into the tire.
The other question for an 8.00x16.5 tire is "why"? It's not a low-pressure tractor or equipment tire with a tread that can make use of extra weight. The more I think about it, the more I think it must have some kind of run-flat or bead lock in it. Maybe it's the steel disc run-flat like they use on bulletproof limousines. HMMWVs have 16.5" rims but I think they're more than 8" wide.
