If it were me I'd recommend cleaning it as you said. Sand blasting is better but if not a complete teardown you'll end up driving sand into places you don't want it. Like ball joints, seals and such. I would suggest first using a primer and top coat before undercoating. I've used Rustoleum Rusty metal primer and black top coat with very good results. The ones with fish oil seem to work well and very durable. I have no experience with Por 15. I used 2 coats of each and just brush it on. Buy a good quality brush and take care of it ;) Kevin
